I think, if anything, this makes it clear why Netanyahu doesn't want to make a public proposal. It seems quite reasonable for him to believe he can obtain maximum concessions in private negotiations, but if he comes forth with a map that becomes a starting point for what he will have to concede.
Perhaps Netanyahu is a 'bad egg'.
